What is the Georgia State Senate? The Georgia State Senate is part of Georgia’s General Assembly or legislative branch of government. The Georgia Constitution of 1983 allows for the Senate to be composed of 56 members. Each member of the Senate is up for election every two years. The Senate is headed by the Lieutenant Governor of Georgia Casey Cagle of Gainesville. The Senate is composed of 34 Republicans and 22 Democrats. Meet your State Senator In only his fifth term as state senator representing the 53rd district, Senator Jeff Mullis is proving to be one of Georgia’s most important political leaders. Sen. Mullis is currently the chairman of the Senate Transportation Committee, vice-chairman of Public Safety, and Chairman of the Transportation Subcommittee of Senate Appropriations. He is also a member of the influential “Committee on Assignments,” the Economic Development Committee, and the Government Oversight Committee. He serves as an ex- officio member of the State and Local Government Operations committee, and the Banking & Financial. Governor Sonny Perdue has said, “Sen. Mullis is a great asset as a legislator because of his perspective on rural Georgia. He is a proven leader who continues to make a name for himself in the Senate and I look forward to his future accomplishments.” He has been described as an outstanding leader by U.S. Congressman Nathan Deal, who said, “Sen. Jeff Mullis has been a stellar supporter of mine and I am confident of his ability in representing the 53rd Senate District. I am proud of his accelerated path of leadership. I have also enjoyed a working relationship with him on federal and state issues. The people of the 53rd Senate District should be proud of his representation in the Senate… I am.” In years past, Sen. Mullis has been appointed to several special committee assignments by Gov. Perdue, including the 2004 G-8 Summit Committee and the chairman of the Senate Music Industry Committee. He also is chairman emeritus of the Sportsman’s Caucus, whose mission is to promote and protect hunting, fishing, conservation and the Second Amendment. Sen. Mullis has been the recipient of several awards in recent years, including: the 2008 Governor Zell Miller Public Policy Leadership Award from the Georgia Economic Development Association (GEDA) , The GMA “Champion of Georgia Cities” award three times, the Association County Commissioners of Georgia (ACCG) “Legislative Service Award” four times; an award for work on biker issues given by the American Bikers Aimed Towards Education (ABATE); the Brotherton Award given locally for protecting heritage; and the Metropolitan Fire Chief’s Award for his work on public safety and firefighter issues. This year the James Magazine recognized Sen. Mullis as one of the State’s most influential leaders for the fourth time. The GBI recognized Sen. Mullis in 2008 for his support of the GBI’s DNA Database, and Get Georgia Moving and the Metro Atlanta Chamber for his work in the Senate on transportation issues. Sen. Mullis also served as Vice Chair of the Finance Committee for John McCain for President. Sen. Jeff Mullis was first elected to the State Senate in 2000. He is from Chickamauga, and currently serves as Executive Director of the Northwest Georgia Joint Development Authority. Meet your Clerk of Court Sam “Laan” L. Cordle, Jr. has been Chattooga County’s Clerk of Court for over twenty years. Clerk Cordle’s job requires him to file, record, and index all documents related to real estate and personal property transactions in the county. He also has to file and maintain criminal and civil dockets as well as dockets on domestic suits in the county. His office also keeps all documents, microfilm, records, and dockets that are required by Georgia State Codes.

Office of State Court

Judge Samuel Finster, State Court

What is a State Court? The state court was established in 1970 by a legislative act that designated certain existing courts in Georgia’s counties that had limited jurisdiction as state courts. State courts have jurisdiction over misdemeanor violations, including traffic cases and civil action cases with no limited amount claimed, unless the superior court has exclusive jurisdiction. As a court, the state court is part of Georgia’s Judicial Branch. Meet your State Court Judge        Samuel Finster is Chattooga County’s State Court Judge. Finster has served as State Court Judge before, as he was appointed by Governor Sonny Perdue before losing election in 2006. Governor Perdue reappointed Judge Finster after an opening in the court in 2009. Judge Finster has practiced law in Chattooga County for many years, and has his own practice in Summerville. As State Court Judge, he is able to keep his own law practice as well. Judge Finster’s job allows him to hold hearings on applications for issuance of arrest or search warrants and to hold preliminary hearings. Under Georgia’s Constitution, the state court can review lower courts’ decisions as provided by state statute. State Court Judges hold elected post. Every four years they are elected in nonpartisan races. Therefore, state court judges are not officially a part of any political party or entity.
